Security sytems solutions in Zagreb Arena
The Croatian Government and the City Government of Zagreb held a public tender for the construction of a sports hall in order to host games in the 2009 World Men's Handball Championship, and later for numerous other sporting, cultural and business events. The hall is supposed to have a 16,300 (15,600 for handball) seating capacity.
The Arena will then be used for football, handball, athletics, basketball, volleyball, numerous other sporting competitions and various concerts, exhibitions, fairs, conventions and congresses. The shopping center and Arena Zagreb will share a series of services such as a joint parking lot, multiplex cinema, wellness center, numerous restaurants, cafes and stores.
Requirements
Arenas are in high level risk category concerning fire events as they usually accommodate large number of people. It is not sufficient to have a simple fire alarm system but evacuation criteria requires appropriate information service in order to inform people quickly and properly, and support the evacuation process.
Solutions
It follows from the abovementioned that the Fire Alarm System is not an individually operated system but its connectivity with Public Address is indispensable. The almost 2000 fire detectors and other peripheral devices, which are specified to suit the different kind of areas (garage, corridors, hall), are controlled by 1 modular FPA5000 fire panel. The system is redundant; in case of any central error the spare panel takes over the entire control of the fire system.
Public Address system is connected directly to Fire Alarm. Its Praesideo central control unit complies all EVAC standard. Responding to only one alarm signal coming from Fire Alarm System Praesideo is capable to serve the Arena’s complicated evacuation plan. EVAC standard appear at the loudspeakers as well. Their cover and mounting is fire-resistant for half an our, as it is stipulated in the standard, thus Public Address announcement is not interrupted. Considering the Arena’s functions professional audio was also required. This is the first system in the region where Electrovoice/Dynacord professional audio and Bosch Public Address, two high-end market leader, systems complete each other. In case of emergency Praesideo takes control over the professional audio system. This is a 2-way connection, professional audio system is capable to provide background signal source to Public Address system. This system with more than 2000 loudspeakers also has such functions as AVC (Automatic Volume Control) which modifies volume depending on the background noise.
Monitoring done by extensive range of CCTV products
The CCTV system is efficiently used to identify the alarm events and gives image information of the Arena’s events. This fully IP system contains the sophisticated BVMS central software which controls the several hundreds of GEN4 Autodome and Dinion fix IP cameras, most of them equipped with intelligent video analysis (IVA), filtering suspicious behaviour according to preset rules. They focuse on identifying hooligans so the arena can be used even for world championships. The ticketing system is connected directly to the BVMS. The tickets are checked electronically at the gate. Ticket number is stored as an event in BVMS which later on enables quick retrieval of the camera picture without checking the whole recorded video. Megapixel cameras are also part of the CCTV system in order have more detailed pictures for analysing events subsequently.
Cooperation Bosch and non-Bosch systems done by BIS
There are some non-Bosch systems in the building:
- Building automation system (connected to BIS)
- CO detection in the garage area (connected to Fire Alarm System)
- Intrusion Alarm System (Connected to BVMS)
- Access Control System in special rooms (Connected to BIS)
- Ticketing system what was mentioned above (Connected to BVMS)
Considering that any alarm event can escalate to a security alarm event the security staff has to be informed about every failure occurs in the systems. (e.g.: failure of the heating system can cause fire, but if the security guards know about the problem they can be prepared to act immediately). Instead of having several different kinds of control software for each system one software integrates all of them. It simplifies monitoring process and enhances the whole buildings safety as only one interface have to be handled it results smaller chances for any mistake.
Bosch Building Integration System (BIS) is the suitable solution for that as it not only accepts the alarm signals from every systems but it is capable to start predefined procedures which influences other systems operation. (e.g.: in case of black out in an area PA system will start a message that inform people about the problem). These alarm triggered scenarios seriously support the operators’ job.
Both Building Automation System and CCTV system have their own central control software as they are for more complex and specialized functions but they send alarm signals to BIS in order to fulfil the above security considerations. Though BIS is also capable to pop-up a picture of the area from where the alarm signal arrived.
